Ltd are accreditted by the Royal Institution of Chartered
Surveyors to undertake Level 3 & 4 Energy Performance
Certificates on commercial buildings. Level 3 & 4 covers
most buildings with only very large and complex buildings
meeting the level 5 criteria.
EPCs were first introduced
in April 2008 under the Energy Performance of Buildings
(Certificates and Inspections) (England & Wales)
Regulations 2007 for commercial buildings over 10,000 square
metres. This was extended in July 2008 to cover buildings
over 2,500 square metres, and all remaining commercial buildings
over 50 square metres that are internally conditioned whether
by heat or cooling (with a few minor exceptions) now require
an EPC.
The aim of the legislation, which resulted from the
EU Energy Performance of Buildings Directive (EPBD), is
to encourage
improvements in energy efficiency and reduce the carbon dioxide
emissions from buildings.
EPCs are valid for ten years, regardless
of changes in ownership or tenancies,
provided that the premises retain the same heating and cooling
systems throughout the ten-year period.
It will be the responsibility
of building owners to provide an EPC, free of charge, to
any prospective buyer or tenant
as follows:
- when a building owner or landlord (or their agents) initially
provides information about premises to be sold or let;
- when
a prospective tenant or buyer asks to inspect a building;
- if
not provided beforehand, then prior exchange of contracts
to sell or let a building.
